The U.S. Embassy in Jakarta has a vacancy for Program/Administrative Specialist, FSN-10* (Rp. 187,271,861p.a. full performance starting salary) in the Public Affairs Section.

BASIC FUNCTION OF POSITION
The incumbent will serves as principal advisor to the Country Public Affairs Officer (CPAO) and the Regional English Language Officer (RELO) and the Regional Information Officer (RIRO) on all resource management issues, with responsibility for independently planning and executing a broad spectrum of functions in support of the Public Affairs Section (PAS). S/He manages PAS Program Support Office which provides Public Diplomacy, administrative and grants management program support to the CPAO and other PAS officers and staffs, including those in Consulates Surabaya and Medan. S/He will act as PAS liaison to other U.S. Government Sections. S/He will also assist the CPAO with planning, managing, allocating and coordinating Public Diplomacy resources, including administrative support for PAS facilities (auditorium, Information Resources Center, American Corners, Offices of the Information Resource and English Language Officers, and the English Language Center as well as @america.

QUALIFICATIONS REQUIRED
All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.
1. Bachelor's degree in Business, Economics, Finance or Accounting is required. Must have Public Diplomacy or embassy work and/or background in international studies.
2. At least three years of progressively responsible experience in project management, administration and/or accounting and budget work is required. In addition, s/he should have experience in Federal Grants programs and experience in a cross cultural workplace.
3. Level 4 (Fluent) in speaking/reading/writing English and Bahasa Indonesia are required. Language Proficiency will be tested.
4. Must have a thorough knowledge of Public Diplomacy programs and funding sources and public sector partnerships. Must be familiar with standard office procedures and equipment, including computers. Must have knowledge in financial management techniques to prevent waste, fraud, abuse or mismanagement of grants and general Public Diplomacy operating funds. Must be able to prepare periodic financial and programmatic reports.
5. Must have excellent planning, organizational, project management and oversight, and communication skills. Must have problem-solving skills.
6. Must have the ability to operate standard office computer applications including word processing, spreadsheets, and presentation slides, navigating the Internet, etc.
